Planner crash via costmap shutdown race

NULL pointer dereference in ROS 2 Navigation2 Humble and Iron allows remote attackers to crash the planner during shutdown. PlannerServer action handling can continue into NavfnPlanner::makePlan after early costmap_ros_ shutdown, so makePlan dereferences the invalid costmap_ while sizing the navigation array. Exploitation requires a planning action to overlap shutdown; the resulting invalid write aborts the planner process and interrupts navigation service.
