Planner crash via early-destroyed costmap access

Segmentation fault in Open Robotics ROS 2 Navigation2 Humble allows remote attackers to crash the planner during path computation. During shutdown, ThetaStar::isUnsafeToPlan() accesses a costmap after costmap_ros_ has shut down, causing an invalid memory read. The Theta Star plugin must be active, and path computation must overlap costmap shutdown; the documented consequence is a process abort and navigation interruption.
