Arbitrary file read via unchecked download path

Path traversal in SeaCMS 13.1 admin_safe.php allows remote attackers to read arbitrary server files through its download action. The handler accepts the file query parameter as a filesystem path and returns the referenced file without confining resolution to an allowed directory. The endpoint must be network-reachable, and disclosure is limited to files readable by the PHP process.
