Service interruption via HTTP/2 Rapid Reset

Denial of service in Red Hat OpenStack Platform etcd allows remote attackers to interrupt service via HTTP/2 Rapid Reset requests. The bundled golang.org/x/net/http2 code lets a reset free a stream slot while its request handler keeps running, permitting handler work to exceed the concurrency limit. Unauthenticated network reachability to the etcd HTTP/2 service is sufficient, and the documented impact is service interruption rather than data access or modification.
