Service interruption via crafted HTTP/2 streams

Resource exhaustion in etcd in Red Hat OpenStack Platform 16.1 and 16.2 allows remote attackers to interrupt service via HTTP/2. The bundled etcd binary links golang.org/x/net/http2 instead of Red Hat's patched RHEL implementation, leaving the HPACK decoder exposed to excessive CPU consumption from a few small crafted streams. Attackers must reach an etcd HTTP/2 endpoint; the resulting CPU exhaustion denies service without reported data disclosure or modification.
