Server abort via assertion-triggering RTSP sequence

Denial of service in GStreamer RTSP Server 1.18.0 through 1.24.8 allows remote attackers to abort an assertion-enabled server. A crafted DESCRIBE, SETUP, and PLAY sequence reaches gst_rtsp_media_get_rates in rtsp-media.c and triggers its FALSE assertion. The abort occurs only in assertion-enabled builds after streaming setup and any configured client authentication; it does not permit code execution or memory manipulation.
