Local system crash via unchecked RAS manager

A null-pointer dereference in the Linux AMDGPU RAS code allows local users to crash the system through local GPU operations. The code dereferences a ras_manager pointer returned for the AMDGPU RAS path without first confirming that the object exists. Local access and an AMD GPU using RAS are required; a successful trigger causes an availability-only system crash.
