Incorrect SEQPACKET authorization via uninitialized state

Improper initialization in affected Linux kernel releases allows local users to trigger incorrect vhost/vsock SEQPACKET permission decisions. The vhost_vsock allocation path leaves seqpacket_allow unset, while set_features fails to clear it after VIRTIO_VSOCK_F_SEQPACKET is removed.
