Service interruption via unbounded CEQE interrupt handling

Denial of service in Linux kernel 4.16 through 6.10.2 allows remote attackers to cause a soft lockup under heavy HNS RoCE CEQE load. The HNS RoCE v2 completion-event handler drains CEQEs in interrupt context without bounding the work per invocation, allowing sustained event load to monopolize a CPU core. Reachability requires HNS RDMA hardware and enough CEQE load; the reported consequence is a soft lockup that interrupts service, not data access or modification.
