Local storage hang via non-atomic I/O accounting

Deadlock in the md subsystem of affected Linux kernel releases allows local users to hang storage I/O during array suspension. In drivers/md/md.c, submit_flushes decrements active_io before md_submit_flush_data runs, after which the worker increments it again and creates a circular wait with mddev_suspend. Triggering the condition requires local low-privileged access, concurrent flush traffic, and md array suspension; the resulting deadlock blocks I/O.
