Kernel warning via unreleased OPP references

Reference-count imbalance in Linux 6.0 through 6.6.43 and 6.7 through 6.10.2 allows local users to trigger a driver-removal warning. In drivers/soc/qcom/icc-bwmon.c, bwmon_start and bwmon_probe obtain OPP references but fail to release them with dev_pm_opp_put, leaving the OPP table over-referenced at teardown. Triggering the observed warning requires removal of the Qualcomm BWMON driver on supported hardware, an operation that normally requires privileged local access.
