Local denial of service via invalid decoder VSI

Denial of service in the MediaTek video decoder in affected Linux kernels starting at 4.10 allows local users to interrupt service. The vpu_dec_init function returns after vcodec_vpu_send_msg without rejecting an error or null vpu->vsi pointer, leaving later decoder operations to use an invalid VSI. Local low-privileged access to the MediaTek video-decoder path is required, and the published impact is limited to availability.
