Account access via retained deleted-user credentials

Improper permission preservation in Treeverse lakeFS 1.31.1 through 1.32.1 allows remote authenticated users to reuse deleted credentials. The user-deletion path removes the account but retains its access-key records under the username, so recreating that username reconnects the old credentials. An administrator must delete and later recreate the same username; anyone holding a former key can then authenticate as the replacement user.
