Local privilege escalation via blocked CloudDpc uninstallation

Logic error in Android 13 through 15 allows local users to escalate privileges by preventing CloudDpc uninstallation. The isPackageDeviceAdmin check incorrectly treats CloudDpc as a device administrator in an edge case, causing PackageManagerService to block its removal. Local low-privileged access is required, but no user interaction is needed; exploitation leaves CloudDpc installed and results in elevated privileges.
