Administrator account creation via exposed setup endpoint

Authentication bypass in Progress Telerik Report Server 10.0.24.305 and earlier allows remote attackers to create administrator accounts. The Register method fails to validate that initial setup has finished, leaving the unauthenticated /startup/register endpoint able to create a user with System Administrator privileges. Exposure requires an IIS deployment with that setup route reachable; the bypass itself grants restricted administrative functionality.
