Cross-tenant Verifiable ID service interruption

Improper access control in Microsoft Entra Decentralized Identity Services allows remote attackers to disable another tenant's Verifiable IDs. Microsoft has not published the affected request, endpoint, or access-control check that accepts the cross-tenant operation. No authentication or user interaction is required, and the reported consequence is interruption of the target tenant's Verifiable ID service.
