Incorrect authorization in Moodle LMS before 4.1.12 and affected 4.2 through 4.4 releases allows remote attackers to message arbitrary site users. The Feedback activity's non-respondents report accepts bulk-message recipient identifiers without checking that each belongs to the report's returned user set. Moodle has not documented a role or configuration prerequisite; abuse is bounded to sending unauthorized messages rather than controlling accounts.
