Global glossary creation via insufficient restore authorization

Authorization bypass in Moodle LMS affected releases allows remote authenticated users to create global site glossaries through course restore. The glossary restore path accepts a backup's global-glossary designation without an adequate site-level capability check, allowing course-scoped restore permission to cross into the global glossary. Access to restore glossaries in a course is required; successful exploitation adds site-wide glossary content without administrator authority.
