Bulk message sending via incorrect CSRF token check

Cross-site request forgery in Moodle LMS allows remote attackers to send bulk messages through an authenticated user's browser. The Feedback module's non-respondents report performs an incorrect CSRF token check when its bulk-message action processes a request. A victim with permission to use that report must interact with attacker-controlled content, after which the request sends messages under the victim's session.
