Badge deletion via target-context authorization bypass

Authorization bypass in Moodle LMS allows remote authenticated users to delete badges outside their permitted course or site context. The badges/index.php deletion path accepted a user-controlled badge identifier and checked access against the page context instead of the selected badge's context. A logged-in account with badge-management access in one context can permanently remove a badge controlled by another context.
