Namespace modification via unchecked synchronization targets

Improper access control in Apollo Portal before 2.3.0 allows remote authenticated users to modify unauthorized namespaces. ItemController.update checks permission for the URL namespace but accepts different namespaces in the request body's syncToNamespaces list. Any Portal account able to update one namespace can synchronize configuration items into another namespace for which the account lacks modify permission.
