Authenticated console interruption via unescaped external-link titles

Stored XSS in external-link titles in Cacti before 1.2.28 allows remote authenticated users to interrupt the web console. links.php stores an attacker-controlled title, and the console-menu rendering path returns that database value without HTML escaping. Creating the link requires the external-link privilege, and viewing the poisoned menu triggers script loading that leaves console items unusable until the database entry is removed.
