Authenticated statistics disclosure via missing ownership filtering

Missing authorization in PostgreSQL 14.0 through 14.11, 15.0 through 15.6, and 16.0 through 16.2 allows remote authenticated users to read statistics. The pg_stats_ext and pg_stats_ext_exprs view definitions fail to filter rows by table ownership, exposing most-common values and expression results from other users' statistics objects. Any database login can query the views, and the exposed statistics can reveal otherwise unreadable column values or function results.
