Local privilege escalation via unchecked cross-user intents

Missing authorization in Android 12, 12L, 13, 14, and 15 allows local users to alter another user’s app permission settings. AppInfoBase accepts an intent-supplied user handle in multiple app-management flows without first checking the INTERACT_ACROSS_USERS_FULL permission. A local app can cross Android user boundaries without user interaction or additional execution privileges, enabling privilege escalation.
