Persistent service interruption via unbounded Wi-Fi fields

Resource exhaustion in Android 12, 12L, 13, 14, and 15 allows local users to cause a persistent service interruption through Wi-Fi configuration data. WifiConfigurationUtil.validate accepts oversized or invalid fields, including Passpoint strings, roaming identifiers, DPP keys, network-selection values, and duplicate security parameters, without enforcing the limits added by the patch. No additional execution privileges or user interaction is required; successful local input exhausts resources and persistently interrupts the device service.
