Self-approval via unrestricted substitute assignment

Broken function-level authorization in Ellevo 6.2.0.38160 allows remote authenticated users to approve their own support tickets. The /api/usuario/cadastrodesuplente endpoint accepts arbitrary approver and substitute logins without enforcing manager-only authorization or preventing self-substitution. An authenticated customer who knows the intended approver login can designate the customer account as the substitute, causing a newly opened ticket to be approved automatically.
