Stored XSS via unsanitized SVG upload

Stored XSS in Phi Phan SVG Block before 1.1.20 allows remote authenticated users to inject JavaScript through uploaded SVG files. The media-library SVG upload path accepts file contents without sanitizing embedded script, and the uploaded file serves that script to visitors. Author-level access is required to upload the file; JavaScript runs when a user accesses it, enabling actions in that visitor's browser context.
