Unrestricted file upload in Tianjin Black Core Technology PublicCMS 4.0.202302.e and earlier allows remote authenticated users to write files. The cmsTemplate/saveMetaData administrative handler accepts an attacker-controlled path and content without restricting dangerous file types before writing the template metadata. Administrator-level access is required; the resulting file-write primitive can alter CMS-hosted content, expose application data, or interrupt the service.
