User redirection via protocol-relative Location normalization

Open redirect in Pylons Project WebOb 1.8.7 and earlier allows remote attackers to redirect users via crafted relative Location values. The Response class's _make_location_absolute function passes a leading // value to urlparse.urljoin, which replaces the request host with an attacker-controlled authority. A consuming application must construct a redirect from an attacker-influenced nonabsolute Location, and a user must follow it; the result is navigation to an external site.
