Service interruption via CMDQ teardown ordering

Resource-management error in affected Linux kernel releases allows local users to trigger a kernel warning during MediaTek CMDQ unbind. The CMDQ probe registers its managed mailbox controller before enabling runtime power management, causing managed cleanup to call pm_runtime_get_sync() after runtime PM is disabled. Reaching the condition requires local device unbinding, and systems configured to panic on warnings can suffer a kernel panic and service interruption.
