Local service interruption via uninitialized sysctl ownership

Improper initialization in Linux kernel 5.3 and affected stable branches allows local users to interrupt service through /proc/sys inode handling. The sysctl inode path leaves i_uid and i_gid without safe defaults, and net_ctl_set_ownership can return without replacing them when owner calculation fails. Low-privileged local access is required; published sources bound the effect to availability but do not identify the precise interruption mode.
