Local denial of service via uninitialized lookup padding

Use of uninitialized memory in the Linux kernel allows local users to exhaust kernel resources through crafted traffic-control actions. In tcf_ct_flow_table_get, rhashtable_lookup hashes and compares uninitialized padding in a zones_ht_key, causing identical network-and-zone keys to miss and duplicate flow tables to accumulate. Local access with permission to create a network namespace and configure traffic control is required; repeated lookups can exhaust memory, and KMSAN-instrumented kernels can panic.
