Hard lockup via unbounded pinned-task scan

Denial of service in the scheduler of affected Linux kernel releases allows local users to trigger a hard lockup with CPU-pinned threads. The detach_tasks() load-balancing loop ignores env.max_loop after encountering pinned tasks and scans the entire run queue while holding its lock, often in softirq context. A local user must pin thousands of threads to one CPU; sustained scheduler traversal can freeze the host without disclosing or modifying data.
