Cross-tenant network disclosure via unscoped listing API

Information disclosure in Apache CloudStack 4.19.1.0 allows remote authenticated users to read other tenants' network details. The network listing API returns records for networks outside the caller's account or domain instead of enforcing tenant-scoped filtering. A domain administrator or normal account is sufficient; the documented result exposes network details but permits no account actions.
