System hang via kexec crash-path deadlock

Improper locking in the RISC-V kexec crash path in affected Linux kernels allows local users to hang the system during a crash. machine_kexec_mask_interrupts() acquires an IRQ descriptor spinlock and then calls irq_set_irqchip_state(), which attempts incompatible interrupt-controller state handling and deadlocks. Reachability requires a RISC-V system whose kexec crash code runs in interrupt context; the documented consequence is an availability-only system hang.
