System hang via unchecked TXQ quantum

Improper input validation in affected Linux kernel releases from 4.18 allows local users with administrative privileges to hang the system. The nl80211 policy accepts an NL80211_ATTR_TXQ_QUANTUM unsigned value of 2^31, causing extremely long fair-queue dequeue processing and a CPU soft lockup. Administrative access to the local nl80211 interface is required, and the demonstrated consequence is a service-interrupting CPU hang rather than data access or modification.
