Kernel panic via uninitialized queue-vector count

Use of an uninitialized value in Linux kernel 6.3 allows local users to trigger a kernel panic through the txgbe network driver. On MSI or INTx fallback, wx_set_interrupt_capability leaves wx->num_q_vectors unset before wx_alloc_q_vectors uses it to allocate queue vectors. The crash path requires compatible txgbe hardware and MSI or INTx fallback, and its bounded consequence is interruption of the host system.
