Conditional kernel panic via allocation-failure warning

Resource-handling weakness in Linux XDP allows local users to trigger a kernel warning when memory-model allocation fails. In __xdp_reg_mem_model(), an error from __mem_id_init_hash_table() reaches WARN() before the error is returned. The path requires local BPF XDP test execution and memory pressure; default systems log the warning, while panic_on_warn=1 causes a kernel panic.
