Kernel memory corruption via unsafe skb caching

Memory corruption in the Linux kernel ionic driver 6.9 through 6.9.7 allows local users to crash the host or control kernel memory. ionic_tx_clean calls napi_consume_skb with a nonzero budget outside NAPI softirq context, causing unsynchronized access to the per-CPU skb cache. Reaching the flaw requires an ionic device, pending transmit traffic, and local CAP_NET_ADMIN access to repeatedly reconfigure or disable queues.
