Private relay access via noscraper authorization bypass

Improper authorization in Bostr before 3.0.10 allows remote authenticated users to access a private relay when noscraper is enabled. In auth.js, the rejection condition incorrectly requires noscraper to be false, so an unlisted public key passes when noscraper is true. Exploitation requires a valid signed NIP-42 response from an unlisted key and exposes bouncer functionality despite an authorized_keys allowlist.
