Local code execution via unsanitized filter evaluation

Code injection in ROS Indigo Igloo through Noetic Ninjemys allows local users to execute arbitrary code via an echo filter expression. The _rostopic_cmd_echo function wraps the --filter value and passes it directly to Python eval() without sanitization or restriction. Execution requires invocation of rostopic echo with a crafted filter and processing of a topic message; injected code runs with the invoking user's privileges.
