Learner data exposure via public cohort uploads

Improper access control in Open edX Platform cohort CSV uploads allows remote attackers to read learner data from public storage. The instructor dashboard passes uploaded cohort files to Django default storage without forcing a private ACL, so some backends expose the objects publicly. Exposure requires an instructor-created cohort upload and a storage backend that makes the resulting object public; confidentiality is the only reported impact.
