Incorrect debug logs via unsynchronized date formatting

Race condition in IBM Engineering Systems Design Rhapsody - Model Manager 7.0.2 and 7.0.3 allows attackers to corrupt debug logs. IDMappingsService.verbose shares SimpleDateFormat.format() across concurrent requests without synchronization, producing incorrect dates or throwing an exception. The condition is reachable only when this DEBUG logger is enabled, which is not the default; normal RMM operation is unaffected.
