Local file disclosure via missing sniff_csv guard

Information disclosure in sniff_csv in DuckDB 1.0.0 and earlier allows attackers to read local files through submitted SQL queries. The CSVSniffBind path accepted a caller-supplied filename and initialized CSV sniffing without checking DBConfig.options.enable_external_access. An attacker needs the ability to submit DuckDB SQL to the host process; successful use exposes files readable by that process, including environment data.
