Local controller crash via cleanup race

Use-after-free in ROS 2 Navigation2 Humble allows local users to crash controller_server by shutting down a running navigation stack. Costmap2DROS cleanup releases navigation resources before executor_thread_ is reset and joined, so the still-running worker reads a freed transform buffer. The demonstrated path requires local control of the running stack and produces a segmentation fault during shutdown rather than arbitrary code execution.
