Controller crash via costmap use-after-free

Use-after-free in ROS 2 Navigation2 Humble and Iron allows remote authenticated users to crash the controller server during path following. A costmap thread retains and dereferences a resource after lifecycle shutdown frees it, causing computeVelocityCommands to read invalid memory. Exploitation requires low-privileged network access and the affected controller configuration; the public reproduction demonstrates a process crash, not code execution.
