Code execution via costmap use-after-free

Use-after-free in Navigation2 Humble and Iron allows remote attackers to execute code through nav2_mppi_controller. A costmap thread continues to access a costmap resource after lifecycle shutdown frees it, producing an invalid read in computeVelocityCommands. The condition requires MPPI controller activity to overlap shutdown; the public reproduction demonstrates a process crash, while the CVE record attributes arbitrary code execution.
