Nav2 crash via inflation-layer callback race

Use-after-free in Navigation2 Humble allows attackers to crash Nav2 via concurrent costmap cleanup and inflation-parameter changes. The InflationLayer parameter callback remains active while costmap cleanup frees its layer object, causing the callback thread to dereference released memory. Exploitation requires a parameter callback to overlap lifecycle cleanup; the demonstrated consequence is a process crash that interrupts navigation.
