One-byte out-of-bounds read via unchecked OID boundary

Out-of-bounds read in Contiki-NG 4.9 and earlier allows remote attackers to trigger a one-byte read past an SNMP message buffer. After snmp_message_decode decodes an OID, it dereferences the input pointer without verifying that snmp_packet->used remains nonzero. Exposure requires SNMP to be enabled, which is not the default, and adjacent packet reachability; the documented effect is a one-byte over-read.
