One-byte out-of-bounds read via unchecked packet length

Out-of-bounds read in Contiki-NG 4.9 and earlier allows remote attackers to trigger a one-byte read past an SNMP packet buffer. The snmp_ber_decode_string_len_buffer function dereferences its input pointer while decoding a string length without first verifying that snmp_packet->used is nonzero. SNMP must be enabled; the module is disabled by default, and published evidence does not show that the byte is disclosed or that the device crashes.
